How to apply for a licence to put building apparatus or machinery in the road or on the pavement.

Temporary structure licence

The cost of the licence will vary based on whether you are working on a "major" or "minor" road.

You need a temporary structure licence to put certain items on or over a public highway. View more information on temporary structures.

You will need to complete a Cranes and TTO application if you wish to use machinery such as a cherry picker, scissor lift, MEWP (mobile elevating work platform) or similar. 

Apply for a temporary structure licence

If you do not obtain a licence for a temporary structure on the highway you could be charged a maximum of double the original licence fee.

Licence fees

Duration: 0 to 2 months

  • minor road less than 50 square metres: £611.75
  • minor road more than 50 square metres: £3008.91
  • major road less than 50 square metres: £1,223.48
  • major road more than 50 square metres: £6,016.41

Duration: 3 to 4 months

  • minor road less than 50 square metres: £1,022.89
  • minor road more than 50 square metres:  £3,282.06
  • major road less than 50 square metres:  £2,045.78
  • major road more than 50 square metres:  £6,565.55

Duration: 5 to 6 months

  • minor road less than 50 square metres: £1,478.14
  • minor road more than 50 square metres: n/a
  • major road less than 50 square metres: £2,957.70
  • major road more than 50 square metres: n/a

Application refunds

  • withdraw an application within four working days: full fee refund
  • withdraw an application after four working days and up until the licence is issued: 50% of fee refunded
  • withdraw an application once the licence has been issued: no refund
