Membership

Frontline councillors make up the membership of the Policy and Scrutiny committees and are able to vote on committee decisions. The political representation of each committee is proportional to that of the wider council.

Someone who is not a councillor may also be appointed to a committee. Sometimes these members are entitled to vote on a decision of the committee, depending on the council’s statutory obligations.

No member may be involved in scrutinising a decision which they have been directly involved in, and committees are not permitted to include members of the executive, for example the leader, cabinet members, and so on.
