Welcome to the North Paddington Programme
We are committed to making Westminster a fairer place to live and work.
The North Paddington Programme is a 'place-based' programme. It is being developed in partnership with local people, community groups and charities in the Harrow Road, Queen’s Park and Westbourne wards.
These particular wards were chosen because they have lower levels of qualifications, earnings and health, and higher levels of worklessness than elsewhere in the city. We will direct additional resources to these three wards to help improve the lives of residents, and create a more equal borough.
Together with our local communities we will deliver a healthier, safer and more financially secure North Paddington area. We aim to improve outcomes and opportunities for local people by addressing social, economic, health and environmental inequalities which exist within the city.

High Streets in North Paddington
The North Paddington High Streets Programme aims to improve local high streets across Queen’s Park, Harrow Road and Westbourne wards to create healthy and inclusive environments that encourage diverse experiences, support businesses and strengthen community exchange and participation.
We engaged with 785 members of the public between October 2023 – January 2024 to understand the unique challenges and opportunities facing users of these high streets and prioritise ideas for improvements.
Our vision for the programme
We have committed £20 million into the area over the next four years.

We are committed to our work being shaped through consultation with residents, community members and local partners.

North Paddington Partnership Board
We have created the North Paddington Partnership Board to help us improve the quality of life of our residents. It's made up of a diverse group of representatives from education, health, local businesses, the police and other community leaders.
The board has helped us ensure the needs of communities are at the forefront of our decision-making.

Become a Community Champion
Community and Maternity Champions are local volunteers who give their time to bring communities together and support the health and wellbeing of their families, friends, neighbours and wider community.
You'll be volunteering with a fun and friendly team, you will receive support from the Project Leader to work towards your personal goals and help support your local community's health and wellbeing.

This forms part of our are commitment to actively involve residents and service users. You can help shape decisions and contribute to the development of services, plans and programmes alongside council officers and local councillors.
