Scrap metal licence

Anyone wishing to carry on a business as a scrap metal dealer needs a licence under the Scrap Metal Dealers Act 2013.

Appeals and redress

Failed application redress

If an application for a licence is refused the applicant can appeal to the Magistrate's Court within 21 days of notice of the decision.

Licence holder redress

Any licence holder who wishes to appeal against a condition attached to their licence, or revocation of the licence can appeal to the Magistrate's Court within 21 days of notice of the decision to attach the condition or revoke the licence, whichever the case may be.

Fines and penalties

You could be fined £5,000 if you don’t hold a licence. You must also comply with the following conditions:

  • you must not receive scrap metal except between 9am and 5pm on any day
  • all scrap metal must be kept in the form it was received up to 72 hours from when it was received

A council may revoke a licence at any time and close unlicensed sites.
