Local Area Energy Plan for Westminster

Our plan will identify the most effective route to net zero in Westminster, and what needs to be done to achieve it.

Over 2023, we have been creating a Local Area Energy Plan for Westminster (LAEP) in partnership with technical partner Buro Happold

The Local Area Energy Plan will be finalised in early 2024 and will be published here once complete. The plan is being created in partnership with UK Power Networks, Cadent Gas and the GLA and in consultation with landowners and businesses across Westminster.

Local Area Energy Plans are a method being used by local authorities across the UK to identify the most effective route to net zero carbon emissions in their area. A recent report shows that 66 local authorities are now working towards creating Local Area Energy Plans (LAEPs), and in some parts of the UK (such as Wales), LAEPs are now a national requirement.   

In Westminster, approximately 86% of emissions come from heating and powering our built environment, which is what our Local Area Energy Plan focuses on. The plan will identify the most cost-effective local pathway to net zero and will recommend priority projects across the following areas:  

  • building insulation, such as double glazing and solid wall insulation   
  • low-carbon heating and cooling systems, such as heat pumps and district heat networks  
  • renewable energy generation and flexibility, such as rooftop solar PV  
  • electric vehicle change point delivery
