Statement of Licensing Policy

The council publishes a statement of licensing policy at least every 5 years. After asking residents, businesses and visitors for their opinions, the latest revision of the Statement of Licensing Policy (PDF, 6MB) will be in effect from 7 January 2016.

The council’s aim is to promote the four licensing objectives:

  • prevention of crime and disorder
  • public safety
  • prevention of public nuisance
  • protection of children from harm

The policy seeks to balance the interests of both business and residents so as to make sure that Westminster continues to offer a wide choice of high quality and well managed entertainment and cultural venues within a safe, orderly and attractive environment; valued by those who live here, work here and come to visit.

The council keeps the policy statement under constant review and, from time to time, may commission research to inform changes to policy. A Mayfair evening and night-time economy behaviour study has examined the impact of licensed premises in parts of Mayfair during the latter part of 2016, and a report was published in May 2017:
