We recognise the unique cultural value and charm brought to our vibrant streets by busking and street entertainment. We want to ensure a thriving atmosphere where artists can perform safely without causing inconvenience to residents or businesses. We are now undertaking a comprehensive review of our Busking and Street Entertainment Licensing Policy, conditions, and codes of conduct.

The rich history of busking and street performances enhances our city's tapestry. We remain committed to balancing artistic expression while mitigating against potential disruptions.

What we are proposing to change

We implemented the busking and street entertainment licensing regime in April 2021. This provided designated busking locations that preserved pedestrian flow and minimised nuisance. After implementation, we conducted a review of the policy. This resulted in proposed changes to the policy, conditions, and code of conduct.

These changes include:

  • propose new policies, standard conditions and code of conduct relating to child performers and safeguarding children and vulnerable adults
  • propose a new policy setting out the council’s view on royalty liabilities and making a false statement within the licensing process
  • propose the imposition of a new standard condition relating to busker and street entertainers' behaviour, and an amendment to an existing provision in the code relating to cooperation between licensees, council officers and the police
  • proposal to remove the permission for buskers and street entertainers from using amplification from the North East pitch within Leicester Square
  • strengthen the existing policy on Performer Regulation and Street Performers Associations to promote the former, and to amend the current code of conduct provision relating to the busking and street entertainment forum

Help improve the proposals

We want to hear your thoughts on current pitch locations and feedback on their use, issues, benefits, size, terms, and conditions. We would also like to hear about potential new pitch locations for consideration.

Your input on existing standard conditions is also encouraged. We want to identify any unintended barriers to obtaining a license or risks to performances. Through these proposals, we are aiming to foster a dynamic and culturally rich environment, while ensuring the well-being and safety of buskers and audience members.
