Deregulation Act and parking enforcement

Find information regarding the changes in procedures following the Deregulation Act which came into effect in April 2015.

Parking camera enforcement

The council only enforces parking restrictions by camera in the following instances:

  • school keep clear markings
  • bus stop/stand clearways
  • red routes
  • bus lanes

This legislation applies to parking restrictions only. It does not apply to Moving Traffic Contraventions such as banned turns, box junctions, etc which can still be enforced.

10-minute mandatory grace period in parking bays

We give a 10-minute grace period to vehicles parked in dedicated parking bays, where a period of permitted parking ends and controls then come into force. 

If a vehicle is parked legally in a designated parking bay when it is initially parked, then a 10-minute grace period should be given before a parking ticket is issued after it becomes illegally parked. 

We take a 'common sense' approach to kerbside management through our innovative Traffic Marshals scheme. 

The 10-minute grace period applies in parking bays in the following instances: 

  • at the start of controlled hours when the bay reverts from being uncontrolled to controlled
  • upon expiry of a paid for session during controlled hours
  • upon expiry of a permitted ‘free’ parking period during controlled hours (for example a maximum stay)

The 10-minute grace period does not apply in the following instances:

  • anywhere outside of a parking bay, for example on yellow lines, loading bans, footway, when double parked
  • where a vehicle is parked in a permitted parking bay during controlled hours without permission, without a permit or without having made payment (beyond the first 10 minutes of control)
