Cllr Philippa Roe, Westminster City Council leader, said: "Today, George Osborne has echoed our ambition for a devolution revolution, with more control and retention of business rates to encourage investment in growth – a move that Westminster has been calling for for many years.

“We hugely welcome the Chancellor’s ambition and boldness and we are looking forward to continuing to work closely with the Government and the Mayor of London to ensure that the finances are devolved to the appropriate level to ensure that this radical change truly delivers here in the capital.

“The critical aspect will be in the detail. We have to ensure that the formulas involved in the distribution of collected rates will be an incentive for growth, and lead to real benefits across local areas.”
