Tollgate Gardens regeneration

In 2010, the council set about improving and increasing affordable housing in the city, consequently implementing the Housing Renewal Strategy. We are moving towards our goal to deliver 1,850 new affordable homes by 2023.

The Tollgate Gardens Estate is located in the Maida Vale area in the North West of Westminster. Built in the 1960s, the estate was in need of redevelopment and identified in the council's Housing Renewal Strategy 2010 as one of the priority renewal areas. Residents were supportive of regeneration and planning approval was gained in 2013 to deliver 250 homes alongside community facilities and public realm improvements. The following years since are seeing the construction of the new homes, communal gardens and community centre.

When will Tollgate Gardens be completed?

The project is set to be completed in 2020.

The new development will accommodate 195 new homes, on top of 53 homes retained in Tollgate House. Half of the homes across Tollgate Gardens will be affordable - 27 more affordable homes than were provided on the previous estate.

Our Partners

Clarion are leading the development, with ENGIE contracted to head up the construction phase. Westminster City Council are working with Clarion to ensure the works are of a high standard. Clarion are managing the sales of the 109 private homes after completion of the development. 


We will deliver:

  • 86 affordable homes after completion of the development 
  • improved public realm spaces for the community to enjoy
  • the right to return guaranteed for all secure tenants who were relocated during the redevelopment of Tollgate Gardens
  • brand new community centre for the Tollgate Gardens and wider community
