In 2010, the council set about improving and increasing affordable housing in the city, consequently implementing the Housing Renewal Strategy.

The Tollgate Gardens Estate located in the Maida Vale area in the North West of Westminster. The estate was built in the 1960s and has undergone redevelopment, it was identified in the council's Housing Renewal Strategy 2010 as one of the priority renewal areas.

Tollgate Gardens is the first estate renewal project Westminster City Council, alongside contractors Clarion and Engie that has nearly completed in a generation with 86 of the homes being affordable housing and 78 being social rented homes and 31 private. We also have other schemes underway or planned at Parsons North, Ebury Bridge and Church Street.

Residents have been supportive of the regeneration, following the planning approval gained in 2013 we have delivered 250 homes alongside a state-of-the-art community centre and brand-new landscaped areas.

Tollgate House refurbishments will be finished by summer of 2021.

Rendall and Rittner

The estate communal grounds and services are managed by a company called Rendall and Rittner who also manage the private blocks on the estate.

They are a large property and estate services company that manage the estate on behalf of Clarion and the council.

Engie

Engie is a leading energy and services company focused on production and supply of low carbon energy, services, and regeneration, so customers and stakeholders can embrace a greener, more efficient, and increasingly digital world.

Their purpose is to make zero carbon happen for businesses and communities throughout the UK and Ireland, accelerating the transition towards a net zero carbon world.

Clarion

Clarion Housing is the UK’s largest housing association, owning and managing 125,000 homes.

They have an ambitious £150m programme to deliver wider social purpose through their charitable foundation, Clarion Futures, providing help and guidance, developing skills, and helping people into work.

Clarion Housing is part of Clarion Housing Group, which is made up of both commercial and not-for-profit subsidiaries. The group undertakes a range of commercial activities to support residents and provide affordable homes.

People have moved into new, well-designed, energy-efficient homes and are enjoying a much better quality of life on the estate.

They have bigger and open plan homes, with new technology provided by the council for free to make their homes greener and cleaner, such as smart meters as standard and top-quality energy efficient white goods.

We have invested in refurbishment in Tollgate House with a spacious news entrance and redecorating the external communal areas.

All estate residents can also enjoy access to the superb landscaped communal gardens, play spaces and community centre.

The development will provide a mix of affordable homes and homes for private sale through the council’s wholly owned company, Westminster Builds. This will include:

  • 50% affordable homes for either social or intermediate rent
  • a local lettings plan, prioritising eligible people closest to the site for the new affordable homes
  • 50% of homes for private rent or sale to help fund other housing developments across Westminster
