1. Pre-application advice

We provide an advice service to help you through the licensing application process.

To request advice, please complete the licensing pre-application advice form (DOC, 622KB) and email or post it to the licensing team.

You must also include the correct fee with your application. See fees list

2. Temporary Event Notices

Please fill out the Temporary Event Notice application form (docx, 70KB) and the police risk assessment form (doc, 202KB), and:

  • send 2 copies to the licensing team
  • send 1 copy to Westminster Police Licensing Team, 4th Floor, Westminster City Hall, 64 Victoria Street, London SW1E 6QP
  • send 1 copy to Environmental Health Consultation Team, 4th Floor, Westminster City Hall, 64 Victoria Street, London SW1E 6QP

3. Premises licences

Please download and return completed forms with the correct fee (PDF, 503KB) (£89 for minor variations) to the licensing team.

    Zoo licences

    At least 2 months before making an application, applicants must contact us in writing or by email to give notice of their intention. Please include:

    • the zoo's location
    • what kind of animals you’re going to keep and how many
    • how you’ll house and care for the animals
    • staff numbers and what they’ll be doing
    • expected visitor and vehicle numbers
    • zoo entrance and exit points
    • how you’ll meet the conservation conditions
    • the correct fee (PDF, 503KB)

    Applicants must also publish notice of their intention in one local newspaper and one national newspaper, and exhibit a copy of that notice. The notice must identify the zoo's location and state that the application notice to the licensing authority is available for inspection at City Hall, 64 Victoria Street, London SW1E 6QP.

    11. Street trading

    Food and non-food market traders

    First complete a business proposal form:

    If your proposal is successful, you will then be invited to apply for a licence.

    Approved casual traders

    Please complete the approved casual trader application form for your name to be entered on the register of approved casual traders.

    As part of your application please provide additional documents including proof of market liability insurance.

    Exhibition street trading licence

    Applications must be made in person; please call 020 7641 7010 to make an appointment. 

    All applications must include:

    • a completed application form
    • 2 to 3 pieces of each type of original art and craft work
    • 1 full-face passport-size photograph taken within the last 12 months (if more than one pitch is taken, an additional photo per pitch is required)
    • proof of current address (eg utility bill, bank statement, drivers licence, council tax bill/book)
    • a valid passport, or if you are an EU National, a National Identity Card will be accepted
    • National Insurance (NI) Registration Number

    A parking space is not provided as part of the licence.

    12. Tables and chairs

    For new applications you must apply for planning permission and a temporary licence as well as paying fees for both. View guidelines for new tables and chairs applications

    To vary your licence, please complete the variation application form. You can only vary planning permission online. View guidelines for varying licences. You must also include:

    • a seating plan of the premises relating to the variation
    • risk assessment for the use of free standing space heaters (if applicable)
    • planning application/permission relating to the variation

    13. Temporary structure licence

    Complete the temporary structure licence application form (PDF, 250KB) and return it with any relevant planning permission or listed building consent for the proposed works, along with the correct consideration fee.
