Private Rented Sector Strategy 2021-2025

The City of Westminster has the largest private rented sector in England, home to a diverse mix of people.

Our five-year Private Rented Sector Strategy aims to improve conditions for tenants and help make sure the sector is well run and managed.

Housing plays a key part of our residents lives and wellbeing. Through this strategy, we aim to help make sure properties are of good quality, that tenants, landlords and lettings agents are aware of their rights and responsibilities and supported where appropriate, and that necessary action is taken when the law is broken.

The strategy has been developed with contributions from a wide range of council officers and external organisations working with private tenants and landlords.

We consulted on the draft strategy in Autumn 2020, engaging with over 500 stakeholders across the sector, holding two online webinars and receiving nearly 100 responses from a range of different communities across the borough.

In launching the strategy, we are setting out what the we, as a council, will do to support the sector and improve the conditions for tenants. As well as setting out what the council aims to accomplish, the strategy includes proposals for wider change which could help to achieve our vision for the sector.
