Information on fixed penalty notices (FPNs)

Fixed Penalty Notices (FPN) are issued to residents and businesses when waste is incorrectly handled.

Examples of incorrect handling of waste include:

  • when waste is presented outside of the designated waste collection time
  • when it has been fly-tipped
  • if commercial waste is presented in ordinary black sacks instead of a Westminster or private collector’s commercial waste sack

FPNs are issued by City inspectors.
