Who we are

The service is led by City Treasurer Steven Mair who has implemented a series of improvements and process changes designed to create a culture of performance, achievement and continuous improvement.

We benchmark ourselves against public and private performance levels and have a ‘can-do’ attitude to produce finance work that is:

  • at the leading edge of national performance, public and private sector, without exception
  • innovative with a constant search for excellence, continuous improvement and delivered in a programme and project managed way
  • risk aware not risk averse, commercially focused and solutions orientated

Westminster’s finances are big business

  • Westminster City Council’s gross expenditure on the Revenue account is £1.4bn in 2014-15, as big as or bigger than 9 EU countries.
  • On the Capital account the City Council has over £2.2bn of net fixed assets.
  • Westminster will collect £1.8bn in business rates in 2014/15. This is 8% of the entire total shared over England’s Local Authorities. 
  • The City Council has held Council Tax at 0% increase for 7 years and has done so again in 2015-16.  
  • Since 2011, the City Council has made budget savings of £100m and will find a further £100m efficiency gains and cost savings from 2015 to 2018.
