Local Area Energy Plan for Westminster
Our plan will identify the most effective route to net zero in Westminster, and what needs to be done to achieve it.
We have now completed a Local Area Energy Plan for Westminster (LAEP) in partnership with technical partner Buro Happold. Local Area Energy Plans are a method being used by local authorities across the UK to identify the most effective route to net zero carbon emissions in their area. Although LAEPs are not statutory documents, they have become important tools to identify clean energy projects, set strategic direction, and to attract new investment into a local area.
Our plan
In Westminster, we know that approximately 86% of emissions come from heating and powering our built environment. Our LAEP covers the following areas:
- fabric efficiency, which refers to how well a building's fabric, or components and materials, are able to conserve energy, such as double glazing and solid wall insulation
- low-carbon heating and cooling systems, such as heat pumps and district heat networks
- renewable energy generation and flexibility, such as rooftop solar photovoltaic panels
- electric vehicle charge point delivery
Below is a short, introductory cover note that explains why we have developed an LAEP and what we will do next, alongside the full technical report:
