Proposal decision to amalgamate St Vincent de Paul and Westminster Cathedral Roman Catholic Primary Schools

On Tuesday 15 February 2022, the Cabinet Member for Young People and Learning approved the amalgamation of Westminster Cathedral RC and St Vincent de Paul RC Primary Schools via individual executive decision.

Further to a request by Policy and Scrutiny Committee Members to call in and discuss this decision on Monday 7 March, the decision stands and was formally determined on Thursday 10 March.

This will mean that Westminster Cathedral RC Primary School will be discontinued on 31 August 2022. The newly amalgamated school at the St Vincent de Paul site will take effect from 1 September 2022. Children attending the discontinued school have a guaranteed place at the new amalgamated school.

This decision follows:

  • the initial four-week informal consultation led by the governing bodies of Westminster Cathedral RC and St Vincent de Paul RC Primary Schools from 11 October to 12 November 2021
  • publication of a statutory notice initiating a four-week formal consultation on 6 January 2022
  • the statutory consultation period ended on 3 February 2022
  • a decision made on Tuesday 15 February 2022  by the Cabinet Member for  Young People and Learning to approve and proceed with the amalgamation
  • a seven-day call-in period on the decision to proceed with the proposed amalgamation, the process of such key decisions allows for Policy & Scrutiny Committee Members to call in the decision

Further to a call in request, an Extraordinary Policy and Scrutiny Committee meeting took place on Monday 7 March 2022. Following the discussion, a vote took place in which a majority of 8 members agreed to note the report, with 3 members voting to refer the decision back to the Cabinet Member. The decision by the Cabinet Member for Young People and Learning  to approve the amalgamation therefore stands and will now move forward to the implementation stage.

Appeal process

Although the decision has been made, there is a final appeal process outlined in the Department for Education’s statutory guidance on School Organisation.

Within four weeks from the date of the publication of this decision (10 March 2022), the following organisations can appeal within four weeks of the decision being taken:

  • Bishop of any Roman Catholic church in the relevant area
  • Diocesan Board of Education of any Church of England Diocese in the relevant area
  • Governing Body of each school

Appeals received by the Friday 8 April 2022 will be referred to the Office of the Schools Adjudicator (OSA) by the local authority.
