This page provides a more detailed look at SEM Contract Monitoring and the methods of inspection.
The SEM Service uses a system of random inspection sampling to monitor the effectiveness of the Street Cleansing contractor. SEMs carry out as many as 5,000 individual inspections each week, reporting to the contractor, via the Environment Action Line, any failures or problems.
The SEMs grade each street according to its level of cleanliness, as:
The results of each days inspections are relayed to the Contract Manager, and then compiled and analysed. It is then possible to develop an overview of the conditions of the streets of Westminster on any given day.
Monitoring of the Waste Collection Service is carried out by a combination of SEM operational reports and an analysis of the calls made by members of the public to the Environment Action Line. All complaints or requests made to the EAL are recorded on our database system. A weekly report is then compiled showing the number of failures by the contractor reported through the EAL.
