1. What is a Yellow Line Dispensation?

A yellow line dispensation allows people carrying out works or services to premises within Westminster to park on a single yellow line (or double yellow lines in certain cases). A dispensation will only be granted where the vehicle needs to park as close as possible to the premises and where alternative parking is not available.  They are generally not for use on areas with a loading ban (usually indicated by markings on the pavement kerb).

If you need to park your vehicle on yellow lines with a loading ban (indicated by kerb marks on the pavement kerb), a Special Permission Dispensation may be granted, but only in exceptional circumstances. Please see question 13 for more information.

2. Who is eligible for a Yellow Line Dispensation?

You may be eligible for this dispensation if you fall into one of the following categories:

A) The vehicle is too large to fit within a normal meter or resident parking bay (e.g. trailer/generator attached/commercial vehicle) and you need to park as close as possible to the premises where the work is taking place. 

B) You are carrying out one of the following activities or handling one of the following substances:

  • Carrying or towing a tar boiler
  • Removal and loading of asbestos
  • Carrying hazardous or dangerous chemicals for use at the premises
  • Glass/window installation where a glass rack is fitted to the vehicle’s side
  • Sand blasting or equivalent where cables or tubes run from the vehicle to the façade or inside of a building
  • A mobile workshop having equipment fitted to the floor of the vehicle (e.g. welding equipment, generators or compressors)
  • Handling roofing equipment
  • Handling drainage equipment

NB - Film companies and Special Event organisers must contact the Council's Special Events Team to gain permission to film or hold an event before purchasing a dispensation. Failure to do so could mean that we are unable to provide you with a dispensation.

C) You are arranging one of the following activities (no payment required in these circumstances):

  • Funerals
  • Charity Events (as determined by the Westminster Special Events Team)

3. When will a Yellow Line Dispensation NOT be granted even if the applicant meets the eligibility criteria?

  • Security Zone
  • Restricted Access – no large vehicles
  • Private Road
  • Red Route
  • Road too narrow

4. How long is the dispensation valid for?

  • Minimum: 24 hours from the time of issue. It cannot be backdated.
  • Maximum: 7 continuous days (can include Saturdays and Sundays if the parking zone in which they are working is controlled on these days

5. Can I buy my permit in advance?  How far in advance?

Yes. A yellow line dispensation can be purchased as far in advance as you like. It does not have to be for consecutive days and can include Saturdays and Sundays if the parking zone in which they are working is controlled on these days.

6. Can I renew my Yellow Line Dispensation?

No - you will need to purchase a new one from the Parking Permits Team. 

7. Can I request a refund for a Yellow Line Dispensation I did not use?

We do not offer refunds for dispensations, even if you have unused time left which you do not need. 

8. Can I use my Yellow Line Dispensation to park in another parking zone?

No, this is not permitted. You will need to arrange another dispensation that is valid for the parking zone where you wish to park.

9. Can I use my Yellow Line Dispensation with another vehicle?

No - dispensations are non-transferable and may only be used on the vehicle and for the specific purpose for which they were arranged. You will need to purchase another separate dispensation if another vehicle is to be used.

10. What do I do if I hold a valid Yellow Line Dispensation and a Parking Attendant or Police Officer advises me to move?

A Parking Attendant or Police Officer can ask the holder of a valid dispensation to move in order to ensure the free flow of traffic. Even if a customer holds a valid Yellow Line Dispensation, the customer is still obliged to follow the instructions of a Parking Attendant or Police Officer.

11. How do Parking Attendants enforce Yellow Line Dispensations?

Parking Attendants will be able to check the validity of a Yellow Line Dispensation by looking at the permit displayed in the car and by observing activity at the vehicle. The activity must be taking place in order for the dispensation to be valid.

12. Can I use the dispensation on a yellow line with kerb markings?

No, the dispensation is for use on yellow lines without kerb markings (indicating loading restrictions) except where specific permission to park on an area with a loading restrictions has been given to you by the Special Permissions Team, such as in instances where you are working with hazardous materials.

13. When may I be granted a dispensation in an area with a loading ban?

It is only in exceptional circumstances that you will be granted use of the dispensation to park your vehicle in a loading ban area. These are known as Special Permission Dispensations. Granting of this permission is dependant upon the individual application. These exceptional circumstances would include:

  • Essential loading/unloading - granted a special permission
  • Domestic & office removals - granted a special permission

Vehicles involved in the following activities below are already exempt from the restrictions and can carry out their activity without a Special Permission Dispensation.

  • Vehicles involved in building demolition, excavation or construction
  • Scaffolders carrying out work in or adjacent to street
  • Glaziers carrying out work in or adjacent to street
