Am I eligible for a resident permit?

To qualify for a resident permit, you must be able to prove that you live and keep a vehicle in Westminster, and that you appear on the electoral register.

  1. Proof of Residence
  2. Electoral Register
  3. Proof of Vehicle
  4. Temporary permits - (if all proof documents are not available)


Proof One - Proof of residence

First Time Applicants: You must provide two original documents from the list below. These documents must be in your name with your Westminster address. At least one of the documents you submit must be dated within the last three months.

Renewal Applicants & Changing to an Eco Vehicle: You must provide a copy of one of the documents listed below dated within the last three months

Change of Address: You must provide one original of the proof documents listed below dated within the last three months

Driving Licence

Current Council Tax demand

A purchase or ownership document (or a letter on original headed paper from your solicitor confirming that you are the legal owner and occupier of the property)

A formal tenancy agreement or a housing association rent document

A recent utility bill (electricity, gas, water bill)

A recent telephone bill (landline only). Mobile phone bills will not be accepted

A recent personal bank or building society or credit card statement. Company account statements will not be accepted

Benefit or pension book


Your original documents will be returned to you.


Proof Two - Electoral Register

You must appear on the electoral register.  If you do not appear on the electoral register, but are eligible to do so, you must complete a Voter Registration Form.  These are available at our One Stop Services.

All citizens over the age of 18 in the UK, Commonwealth and EU are eligible to appear on the Electoral Register.

If you are not eligible for the Electoral Register, you must complete the statement in Section 6 of the application form (tick the box) as proof that you are not eligible.

Proof Three - Proof of Vehicle

You must be able to provide proof that your vehicle is kept in Westminster and is driven by you.  Please ensure you refer to the section that is relevant to you in the table below.

First Time Applicants: You must provide originals of all of the proof documents listed below.

Renewal Applicants & Replacements
: If none of your details have changed (including name, address, vehicle) since you last applied for a permit, you can provide copies of the proof documents listed below. 

Vehicle Changes to existing permits: We immediately require at least one original of the proof documents listed below. Any missing documents must be provided within three months from the date of change or from the date of renewal, whichever is sooner. 

Type of ownership

Documents to be provided as proof

Privately owned vehicle

  • Vehicle registration document (V5C) in your name and showing your Westminster address.

  • A valid motor insurance certificate showing the registration number, Westminster address and you as the main or named driver.

  • If all the details are not on the certificate, you must produce an accompanying schedule or related insurance document showing the relevant policy number and missing details.

Privately hired or leased vehicle

  • The original hire or lease agreement, including a statement about insurance.  The agreement must show the vehicle registration, your name and your Westminster address.

  • The insurance statement is normally contained within the agreement terms, but where this is not the case, a separate insurance certificate must be produced showing the vehicle is insured in Westminster for your use.

     

Company vehicle - limited company

  • The original vehicle registration document in company name and address.

  • The original vehicle registration document showing the name and address of the company, organisation or trading name.

  • A Statutory Declaration declared before a commissioner for oaths or practising solicitor. It must be completed by a senior official of the company or a representative such as a company accountant. This person must not be related to you. The declaration must state that the vehicle is provided by the company to you for your sole use, is kept at the Westminster address, and is insured for that purpose. Please contact us to request a declaration form or visit one of our One Stop Services.

Vehicle on lease to your employer

  • You will require the appropriate company letter or Statutory Declaration, as well as a letter from the lease company addressed to your company confirming that the vehicle is on lease to your employer and insurance is included in the terms of lease. You do not need the vehicle registration document in this case.

Chauffeur

If you are a resident, own a vehicle and employ a chauffeur on a professional basis, you will need to submit:

    • Residency proofs.

    • The vehicle registration document (V5C) in your name with your Westminster address.

    • A contract of employment for your chauffeur or two recent payslips that have been issued within the last 3 months. In addition, the chauffeur's driving licence, certificate of insurance showing the chauffeur as the main driver, and your Westminster address.

Unable to provide all proof documents?
Temporary Permits

If you are a new applicant and are unable to provide all of the original proof documents straight away, you may be eligible for temporary cover for one month.
