To qualify for a resident permit, you must be able to prove that you live and keep a vehicle in Westminster, and that you appear on the electoral register.
First Time Applicants: You must provide two original documents from the list below. These documents must be in your name with your Westminster address. At least one of the documents you submit must be dated within the last three months.
Renewal Applicants & Changing to an Eco Vehicle: You must provide a copy of one of the documents listed below dated within the last three months.
Change of Address: You must provide one original of the proof documents listed below dated within the last three months.

All citizens over the age of 18 in the UK, Commonwealth and EU are eligible to appear on the Electoral Register.
If you are not eligible for the Electoral Register, you must complete the statement in Section 6 of the application form (tick the box) as proof that you are not eligible.

You must be able to provide proof that your vehicle is kept in Westminster and is driven by you. Please ensure you refer to the section that is relevant to you in the table below.
First Time Applicants: You must provide originals of all of the proof documents listed below.
Renewal Applicants & Replacements: If none of your details have changed (including name, address, vehicle) since you last applied for a permit, you can provide copies of the proof documents listed below.
Vehicle Changes to existing permits: We immediately require at least one original of the proof documents listed below. Any missing documents must be provided within three months from the date of change or from the date of renewal, whichever is sooner.

If you are a new applicant and are unable to provide all of the original proof documents straight away, you may be eligible for temporary cover for one month.
