What do CEOs do?

A photo of a Civil Enforcement OfficerCivil Enforcement Officers (CEOs) patrol the streets of Westminster.  Their primary role is to encourage considerate parking by taking appropriate action against illegally parked vehicles so that other drivers can go about their daily business with minimum disruption.  They work together with CCTV cameras to issue tickets (officially known as "Penalty Charge Notices" or "PCNs") to vehicles that do not comply with Westminster's parking regulations. 

Additional duties of CEOs include: 

  • Helping you understand the parking rules and park correctly
  • Identifying persistent evaders (motorists who consistently break the rules) & abandoned vehicles
  • Working together with the City Guardians and Police Safer Neighbourhood Teams to keep the streets safe and secure
  • Reporting signs and parking equipment that require attention
  • Monitoring immobile objects in parking bays (e.g. skips) to check they are in compliance with their licence 
  • Reporting ambiguous suspension signs that do not clearly indicate which parking bays have been suspended
  • Reporting vehicles with no valid tax disc to the DVLA


The CEOs use hand held computers to carry out the above activities to:

  • Issue PCNs to vehicles that are parked in contravention of the parking regulations
  • Record evidence and observations to monitor vehicles parking
  • Report any equipment that is in need of repair so we can get it fixed as quickly as possible
  • Report other problems with the signs, lines or activity on street
  • Report abandoned vehicles
