1.  Are CEOs in Westminster given incentives to issue a certain amount of tickets per day?

Our CEOs are not incentivised to issue parking tickets (also known as Penalty Charge Notices or PCNs), nor do we set targets. We scrapped targets and incentives in March 2004 for the number of PCNs issued. Issuing PCNs is only one part of the job. CEOs are now rewarded on their overall performance against a number of different duties which are set out below:

  • To help you understand the parking rules and park correctly
  • Identify persistent evaders (motorists who consistently break the rules) and abandoned vehicles
  • Report signs and on-street parking equipment that require attention
  • Report unlicensed skips
  • Work together with the City Guardians and Police Safer Neighbourhood Teams to keep the streets safe and secure


2.  Can I pay a CEO for my parking ticket?

No, you cannot pay the charge to a CEO.  If you receive a parking ticket (known as a Penalty Charge Notice or PCN), please do not ignore it.  There are instructions on the back of the PCN which tells you what to do next.  These instructions can also be found on these pages of our website


3.  Can a CEO cancel my parking ticket?

No, a CEO cannot cancel your parking ticket.  If you wish to dispute your PCN, you must put your query or challenge in writing to Westminster City Council.  You can do this in two ways, online through our website or in the form of a letter which you can send to us in the post.  Refer to the back of your PCN for more information on your options. 


4.  Do CEOs carry change? 

CEOs do not carry any money. You must ensure you are able to pay for parking before setting out. In some parts of Westminster, you can pay using a debit or credit card either at a pay and display machine or over the phone.
