What if I get a penalty?

If you have driven, or parked on public roads, or not parked in residents' parking bays in the congestion charging zone during the hours of operation, and are not eligible for an exemption or discount, and have not paid the charge by midnight on the day, or the following day thereafter on which you have been in the charging zone, you will be sent a Penalty Charge Notice (PCN).

The PCN will be £80, which is reduced to £40 if you pay within 14 calendar days from the date on the notice. Failure to pay the penalty charge within 28 calendar days will incur a penalty of £120.

Instructions on how to pay the PCN, as well as details of how to appeal, will be explained on the PCN itself. The appeal procedure is the same process as for parking tickets.

If you do not pay the penalty, TfL has the authority to clamp and remove your vehicle(s) or, ultimately, use bailiffs to recover any debts.

If you consider yourself not guilty or a mistake has been made:

  • Write immediately to the address given on your penalty, quoting the penalty charge number.
  • Explain in detail why you should not pay the penalty charge.

What is the difference between a Westminster Parking Ticket (WCC PCN) and a Congestion Charging Ticket (CCS PCN)?
A Congestion Charging Scheme (CCS) PCN will arrive by post (unless the vehicle is identified as a persistent offender), a Westminster City Council (WCC)PCN will be placed on the windscreen of the vehicle.

Enquiries and appeals for a CCS PCN will be administered through Transport for London (details will be on the ticket). WCC administers enquiries and appeals for WCC PCN.
