Your streets should be clean and free from litter

Litter and detritus

We’ll address waste that’s abandoned, or left out outside of the collection time band. We’ll take enforcement action against those that dump waste if appropriate.

All Westminster streets should be free of litter, detritus and fouling of the highway. Within the busiest commercial areas of the City there is a 24 hour cleansing service and between 6:00am and 9:00pm in all other areas. Click here for a map of the 24 hour zones, shown in red.

Staining of the Pavement

Pavements should be free from significant, offensive or hazardous staining, spillages and any associated odours. The causes of persistent staining will be resolved and then the staining dealt with.

Abandoned Waste 

Abandoned waste will not be tolerated – whether it’s domestic or commercial waste/recycling put out for collection at the wrong time, or deliberate fly-tipping.

This includes any form of abandoned waste, as well as abandoned vehicles, shopping or luggage trolleys, or any other form of dumping on the highway.

All legitimate waste bags placed on the pavement for collection will be collected within the agreed timeframes. These time bands are shown on nearby signs and are available on the Westminster Council website.

Bagged waste must be presented in an appropriate manner – including using the correct bags (pre-paid or with an identified contractor if commercial), tied securely, without leaks and without causing an obstruction.

Any hazardous or clinical waste will be removed within 3 hours. This includes highly flammable liquids, compressed gas cylinders, broken glass, and needles. 

Litter Bins 

On-street litter bins, recycling centres or our network of large black bins will be emptied before they overflow.
