Kingly Street Improvements
Kingly Street is currently a narrow street which is unwelcoming in its present state. The footway and carriageway are in poor condition and the narrow carriageway means that every time a lorry or van parks on Kingly Street, other drivers have to mount the footway to get past. This makes it uncomfortable for anyone standing on, or walking along the street as they are at risk of being hit by wing mirrors of delivery vehicles because the pavement is not wide enough to allow them to walk well away from any overhanging vehicles.
The eclectic mix of retail, entertainment and restaurants on Kingly Street, and its proximity to Carnaby Street, Regent Street and Oxford Street, makes it one of the West End's most popular shopping streets. Westminster City Council, in partnership with Shaftesbury plc, wants to improve the environment at Kingly Street to one that is more befitting of its location in what is a prestigious part of Central London.
Experimental Traffic Order
Following the introduction of the experimental traffic order in November 2008, the City Council intends to make the following traffic measures permanent:
1. The reversal of the one-way traffic flow in Kingly Street (from one-way northbound to one-way southbound) to attempt to discourage the use of the street as a thoroughfare;
2. The introduction of two-way working on the northern end of Kingly Street, between Great Marlborough Street and Foubert’s Place; and
3. The introduction of a pedestrian zone at Kingly Street between Foubert’s Place and Beak Street.
Permanent Traffic Order
Under the experimental traffic order, the pedestrian zone operated between the hours of 12 noon and 9 pm, Monday to Sunday. Having considered the feedback received, the City Council proposes to revise the pedestrian zone to operate between 11 am and 8 pm Monday to Saturday, and all day on Sunday.

Commencement of Streetscape Improvements at Kingly Street
The implementation of the streetscape improvements commenced on the 24th May 2010, and works will continue for a period of approximately 12 months. These works will be undertaken in phases to minimise disruptions to residents and businesses. The works consist of highway reconstruction using high-quality granite materials, raising the carriageway to footway level, and upgrading existing lighting and drainage.
During the works, Kingly Street will be closed to vehicles in phases. Pedestrian access will be maintained to all properties at all times. Phasing and diversion plans have been developed in conjunction with Shaftesbury plc and can be found below. To manage deliveries during construction, please bring these drawings to the attention of your delivery managers/drivers.
