'Harrow Road Civic Streets'



Westminster City Council's Civic Streets scheme aims to invest in and renew each of the seven main shopping areas outside of the West End. The Harrow Road district shopping centre was the next area selected for improvement under this initiative, following the pilot scheme in St. John's Wood High Street.

Under this scheme, a regeneration programme commenced along Harrow Road between Third Avenue and the Prince of Wales Junction (the corner of Harrow Road and Elgin Avenue) in 2006. This consisted of a package of "streetscape" improvements that had been recommended in a study commissioned by the Council. The work was co-ordinated with the Harrow Road Local Area Renewal Partnership and delivered in partnership with Transport for London.

Public Consultation

During July and August 2006, the council met and spoke with the local community to get their views on the planned improvements for Harrow Road. A number of consultation events were held to give the community a chance to vote for the improvement options they liked, and comment on any options they disliked.

Feedback from local residents, businesses and the Harrow Road Traders' Association helped shape the final design.

Final Design

Street environment, transportation and parking improvements were completed in June 2007 between Third Avenue and Woodfield Place, and comprised:

  • new pavements
  • carriageway resurfacing from Kilburn Lane to Elgin Avenue
  • new attractive, energy efficient lighting
  • removing guard rails (where appropriate)
  • improving parking arrangements for visitors and businesses (without compromising resident parking) including the installation of two new loading and unloading pads
  • new "entry treatments" to side streets

The Harrow Road scheme was the first to use the Urbis Furyo with Cosmopolis lantern. This incorporates the latest and most energy efficient technology available mounted on a distinctive modern-style column.
