Proof Documents

You will be required to provide proof documentation with your application form.

Postal Applications - Please submit COPIES of proof documents

Online - You can scan or take photos (on a camera or camera phone) of your proof documents which can be uploaded. Photos must be at least 2 megapixles.

Proof of Residency

All proofs of residency must be dated within the last 3 months.

First Time Application - You will need to provide two of the proof documents below (If you cannot provide two proof of residency documents we can issue you with a one month temporary permit if you can supply at least one.You will need to submit the remaining proof within one month or your permit will be cancelled.

Renewal - You will need to provide one of the proof documents below. (You may not be required to submit residency proof if you apply online and your name and address is validated via our council tax register)

Changing your Address - You will need to provide one of the proof documents below.


• Council Tax Statement

• Property Lease Agreement

• Property Purchase Document

• Tenancy Agreement

• Bank statement, or building society statement, or credit card bill

• Electricity bill, or Gas bill or Water bill

• Landline Phone Bill or mobile bill-contract customers only

• Entitlement to local state benefit

Proof of Vehicle

First Time Application - You will need to provide two of the proof documents below (If you cannot provide two proof of vehicle documents we can issue you with a one month temporary permit if you can supply at least 1.You will need to submit the remaining proof within one month or your permit will be cancelled.

Renewal (Postal Only) - You will need to provide one of the proof documents below. (You do not need to provide proof of vehicle if you are applying online)

Changing your Address - You will need to provide one of the proof documents below.You cannot apply for a permit change without the correct documentation.
If you are unable to provide the correct documents immediately you should request a temporary permit.

Vehicle OwnershipAcceptable Proof Documents
Privately owned
  • Vehicle registration (V5C) in your name and Westminster address
  • Certificate of insurance and schedule showing your name and Westminster address OR Group policy certificate showing all drivers and vehicles. A temporary cover note will not be accepted as vehicle proof.
Company owned
  • Vehicle registration (V5C) in the company name and address
  • Company letter (public or limited company) OR statutory declaration (sole trader, non-limited company) confirming applicant is sole driver and insured to drive
Private hire/lease
  • Certificate of insurance (A temporary cover note will not be accepted as vehicle proof)
  • schedule showing your name and Westminster Address (not applicable if contained within the lease/hire agreement)
Company hire/lease
  • Hire/lease agreement or letter from the lease company to applicants employer
  • Company letter (limited company) OR statutory declaration (sole trader, non-limited company) confirming applicant is sole driver and insured to drive (dated within one month)

Chauffeur vehicles
  • Vehicle registration (V5C) showing the applicant (resident) name and Westminster address
  • Contract of employment or 2 payslips, employee’s full driving licence and certificate of insurance showing chauffeur as main driver and applicant’s (resident’s) Westminster address
