Other exemptions and discounts
Several other categories require registration. If you are eligible for any of these, please click on the following links to print out a registration form straight away. The forms will make clear how to fill them in, what information to provide, and where to send them.
Other Exemptions include:
- Al powered two-wheeled vehicles (including with sidecars) - that is, motorbikes and mopeds - are exempt from the congestion charge. You can ride them anywhere in the zone at any time without paying the charge and do not have to register for an exemption.
- Black Cabs registered as Hackney Carriages with the Public Carriage Office are fully exempt. You can drive them anywhere in the charging zone at any time without paying the charge.
- Emergency vehicles (fire, police, ambulance or lifeboat) are fully exempt from the congestion charge. They can be driven anywhere in the charging zone at any time without paying.
- NHS vehicles exempt from Vehicle Excise Duty are fully exempt from the congestion charge. You can drive them anywhere in the charging zone at any time without paying.
- All London licensed PHVs will be fully exempt from the congestion charge while on hire.
- All Public Service Vehicles/buses and coaches with 9 or more seats which are licensed with the Driver and Vehicle Licensing Agency as either in taxation class 'Buses' or 'Reduced Pollution Buses' are fully exempt from the congestion charge. You can drive them anywhere in the zone at any time without paying and do not have to do anything to be eligible for this exemption
