Disabled People who hold a blue badge
Blue or Orange Badge holders are eligible for a 100% discount and must register with the Transport for London (TfL). There is an initial one-off payment of £10. If you hold a Westminster Disabled White Badge, but not a Blue badge, it will be necessary to apply for a Blue Badge before you qualify for the discount.
Registrations can also be made by the following methods:
- on line using the Congestion Charging Web site
- by phone on 0845 900 1234
- use Minicom (if you are deaf or hearing impaired) 020 7649 9123
- in person: Victoria (National rail Concourse opposite platform 8)

What Form of Identification Is Required to Register?
Registration for the 100% discount for Blue and Orange Badge holders has been made easier. TfL have informed us that they will now accept a wider range of photocopied identification documents by post.
TfL will now accept the following identification (provided that the name on the certificate is the same as that on the Blue Badge):
- DSS Benefits Book
- Current Passport
- Driver's Licence
- Birth, Marriage and Deed Poll Certificates
- Pension Book
Please note that photocopies of identification documents do not need to be certified by a solicitor.
Full registration requires a completed registration from, a photocopy of both sides of the Blue Badge and a photocopy of one of the forms of identification document listed above.

Disabled Persons Exempt from Vehicle Excise Duty
Please note that all vehicles used by disabled persons which are exempt from Vehicle Excise Duty are fully exempt from the congestion charge. You can drive anywhere in the congestion charging zone at any time without paying and do not have to register for this exemption.
