Loft Insulation & Draught Proofing Grant
Residents in Queen's Park and Harrow Road Wards
Owner occupiers and private tenants in Queen’s Park and Harrow Road wards can obtain free loft insulation and draught proofing regardless of their circumstances through the Loft and Draught Proofing Insulation grant.

Loft insulation
Free or discounted loft insulation is available to owner occupiers and private tenants through the major utilities. The Council will fund any household contributions required for loft insulation on behalf of resident in Queen’s Park and Harrow Road wards through the Loft and Draught Proofing Insulation grant.
The grant towards your contribution can be accessed in 3 easy steps:
1. Apply for discounted insulation through the Energy Saving Trust Advice Centre on freephone 0800 512 012 or by visiting the Energy Saving Trust’s grant and discount database.
Once an application has been made you will be contacted by the relevant installer who will arrange a free no obligation survey of your loft and provide you with a quote.
2. Fill in the Council’s loft insulation and draught proofing grant form and submit to Residential Environmental Health 64, Victoria Street SW1E 6QP along with a copy of the quote for discounted loft insulation.
The Council will approve the grant subject to completion of works which will allow you to proceed with works.
3. Submit a copy of the receipt and your relevant payment details.
The Council will reimburse you for your contribution towards the cost of works. Please note that grants are paid on satisfactory completion of works and may be subject to a post installation survey.

Draught Proofing
If you have inadequate draught proofing in your home you may also be able to obtain a grant to draught proof your doors and windows.
To apply you need to:
1. Obtain a quote for draught proofing works
Please note that the Council if unable to advice you on suitable installers but may be able to direct you for advice and support from your local community.
2. Submit the Council’s grant application form
The Council will approve the grant which will allow you to proceed with works.
3. On completion of works submit a copy of the receipt and your relevant payment details.
The Council will reimburse you for your contribution towards the cost of works. Please note that grants are paid on satisfactory completion of works and may be subject to a post installation survey.

Eligibility
To qualify for the Loft and Draught Proofing grant the applicant, on the date of application:
2. Must be a freeholder, or, a long leaseholder or a tenant whose immediate landlord is not a body listed below;
- a local authority;
- the Crown;
- a body which is registered as a social landlord under Part 1 of the Housing Act 1996;
- the Metropolitan Police Authority established under section 5B of the Police Act 1996;
- the London Fire and Emergency Planning Authority;
- a health service body within the meaning of section 4 of the National Health Service and Community Care Act 1990;
- organisations that provide further or higher educational courses.
3. Must reside in the living accommodation as their sole home.
4. The living accommodation shall be within the following wards:

To qualify the dwelling shall have either:
1. Less than an average of 150mm of loft insulation in the main or sole pitched roof space
and/or 2. Have inadequate draught-proofing to window and external door openings
Eligible works and standard on completion of works.
Eligible works are:
1. The provision of loft insulation such that a minimum of 200mm depth insulation and a maximum of 400mm is provided.
2. The provision of strip and brush style draught-proofing to all external window openings and door openings.
3. The cost of the removal of stored materials in the loft space to an alternative location within the living accommodation or its disposal to an authorised location.
