Tenant Transfer list
Are you a Westminster Council tenant wishing to move to a new council or housing association property within Westminster? If so, you can apply for a transfer.
You can apply for a transfer if:
- Your current home is too large and you want to downsize
- You want to move to the same sized property in another area
- You are overcrowded
- You need to move because your accommodation is unsuitable for medical reasons
- AND you are eligible for a transfer
There are some restrictions on who you can include on your application. For example, you can include your new baby, but can't include friends, lodgers or other relatives who have moved in, causing you to become overcrowded.

Cash Incentive Scheme
We offer great deals to Westminster Council tenants who transfer to smaller homes or find new homes without our help. Take advantage of the Cash Incentive Scheme and you could get your dream home, plus a cash payment of several thousand pounds.
General tenant transfer list
Normally we register you on this list if you are overcrowded and need to move to a larger home. We give you points based on how overcrowded you are.
Severe overcrowding
The Housing Act 2004 Part I provides a new system for assessing housing conditions and enforcing housing standards, called the Housing Health and Safety Rating System (HHSRS). This includes a system for assessing overcrowding.
If your family is very overcrowded, you might be entitled to extra priority. In order to qualify for this, you must be assessed under the HHSRS as having a Band A Hazard: 5000 points or more.

How to apply
Complete a Housing Application Form and return this to HOS or hand it in at your local estate office. You will need to supply us with various other documents too - these are listed in the back of the form. Please don't send originals, photocopies are just fine!
If you have a medical condition which you want us to consider, please also complete a Medical Assessment Form and send this back to HOS as well. Please don't get a doctor's letter at this stage. We will contact your doctor directly if we need more information.
We will write to you with full details of your application, plus information about bidding for new homes via Choice Based Lettings, once our assessment is complete.
