Housing Options for Council Tenants
In April 2011, the council stopped holding a Like to Like transfer list for people wanting a move to a different property of the same size as their current property. This is because we need to use our limited housing to help those with a greater need to move. Like to Like moves cost the council through administration and rent loss during void periods. In recent years other options have developed to help people find a suitable property for themselves through mutual exchange. Anyone previously registered on the Like to Like list had their application closed and they will no longer be able to bid for a home or be made a direct offer.
If this applies to you, you may want to consider a mutual exchange. One way of finding someone to exchange or swap homes with is through Homeswapper, which is the UK's largest service helping tenants of social landlords to swap homes. Westminster City Council has subscribed to Homeswapper which mean that our tenants can register at no cost. For more information go to http://www.homeswapper.co.uk/ or visit your estate office. Some people also find exchange partners by advertising in newsagents or through word of mouth. You must get permission in writing from your estate office before going ahead with a swap.
The council is also able to help households move from a family sized home to two smaller homes, because we need larger homes for overcrowded families. For example if you wanted to move from a three bedroom home to a two bedroom home and a studio we might be able to help. The council will continue to accept applications from tenants who are overcrowded or have another priority need for housing. If you think you may qualify, you will need to submit a fresh housing application.

As a secure tenant you have the right to swap homes with another council or housing association tenant. If you do not have high priority for a transfer under our Choice Based Lettings scheme or you wish to move out of Westminster, this may be a way of finding another home.
The Seaside and Country Homes scheme is run by central government and provides bungalows and flats for older tenants who want to move out of the city to a seaside or country location.
