This summer we asked for your feedback on our proposed changes to the services which the Council offers to people with care needs during the day for older people, people with learning disabilities and people using mental health services. This consultation was from 4th July to 1st October 2011.
Our proposals included:
• establishing a new state of the art dementia resource centre at 42 Westbourne Park Road bringing together health and social care services, and closing Elgin and Carlton Dene day care centres for older people
• offering everyone eligible with learning disability a personal budget and reorganise the existing 6 services into 3 teams based across two buildings.
• changing the mental health day care services at St. Mary's Terrace, W2 and Newman Street, W1 to focus on recovery and enabling people to access other day services of their choice using personal budgets.
The consultation closed on 1st October 2011.
Many people made their views, concerns and suggestions known on the proposals, through events, questionnaires, letters, phone calls and emails. We would like to thank all of those people who took part in the consultation. A copy of the consultation responses report is attached below
Westminster’s Cabinet met on 7th November and considered all these views. They have made the following decisions
• To agree the proposed recommendations to establish a new dementia resource centre at 42 Westbourne Park Road and closing Elgin and Carlton Dene day care centres for older people
• To offer everyone eligible with learning disability a personal budget and reorganise the existing 6 services into 3 teams based across two buildings.
• To change the main day care services to focus on recovery, and in the future enabling people to access services of their choice using personal budgets. SMART and Da Vinci Group will be accessed through personal budgets from April 2012. The change to personal budgets for Oremi will be from April 2013 and the Terrace centre and Workshop & co in April 2014.’
• To ensure that carers of those affected by these changes are also assessed where eligible and their needs taken into account in the planning of care

All those people who use the services affected will be contacted individually to discuss what the changes to day care means for them and what support those with eligible needs will receive.
