Westminster Adult Education Sites

The council in its role as an adult education service provider has found that the existing Adult Education Centres at Amberley Road and Ebury Bridge are no longer fit for purpose.

In response, the Council's Cabinet approved the principle of a property strategy that would incorporate the disposal of these sites along with the provision of a state of the art Adult Education Centre on part of the Moxon Street Car Park site, W1, and three new 'satellite' centres in the north, south and central areas of the city. The council prepared draft planning briefs for each of the sites affected by the strategy to set out the planning considerations relating to their potential disposal and redevelopment. These were consultated on during July and August 2008 and following the consideration of all representations received the draft planning briefs were amended where appropriate to address the main issues raised.

The revised briefs were presented to the 14 October 2008 Planning Sub-Committee (Planning Briefs and Local Development Framework). They made a series of detailed recommendations on the content of the revised SPDs which were taken account of in further revisions to the draft SPDs.

The Cabinet Member for the Built Environment has subsequently agreed that the amended planning briefs be adopted as Supplementary Planning Documents (SPD). The SPDs were formally adopted on 26 February 2009 and are now material planning considerations in the determination of planning applications. In accordance with the relevant regulations the council has also published an Adoption Statement and a Statement pursuant to Regulation 18(4)(b) of the Town and Country Planning (Local Development) (England) Regulations 2004 (as amended).

The second statement sets out a summary of the main issues that were raised in the representations received during formal consultation and shows how the main issues have been addressed in the adopted SPDs.
