The City of Westminster (Victoria Regeneration Phase One) Compulsory Purchase Order 2011

The Secretary of State for Communities and Local Government, in exercise of his powers under The Town and Country Planning Act 1990 and the Acquisition of Land Act 1981, on 6th October 2011 confirmed the City of Westminster (Victoria Regeneration Phase One) Compulsory Purchase Order 2011 for land and buildings bounded by Victoria Street, Buckingham Palace Road, Bressenden Place and Allington Street, London SW1 - the 'Victoria Circle' site. 

The Order as confirmed provides for the purchase for the purposes of carrying out of development, redevelopment or improvement of the land comprising the demolition of existing buildings and comprehensive redevelopment of new offices, retail and residential uses including public realm and pedestrian route improvements which are likely to contribute to the achievement of the promotion or improvement of the economic, social or environmental well-being of this part of the Victoria area.

A copy of the Order as confirmed can be downloaded for free using the link above.  A paper copy has been deposited at Westminster City Hall, 64 Victoria Street, London SW1E 6QP and is available at all reasonable hours on request.

The Order as confirmed became operative on the 21st October 2011.  The General Vesting Declaration (GVD) relating to the Order was made on Monday 21st May 2012 and notices were sent to all affected parties shortly after that date.  On 17th August 2012 the affected land vested in the Council as the acquiring authority, and the developer acheived vacant possession of properties/land at the end of September.  Redevelopment of the site commenced at the start of October 2012.
