Victoria Area Planning Brief

Adopted Victoria Area Planning Brief

Westminster City Council adopted a revised Victoria Area Planning Brief as a Supplementary Planning Document (SPD) on 7th July 2011.  This replaces all previous versions of the brief.

In accordance with the relevant regulations, a Consultation Statement and Adoption Statement have both been prepared to accompany the adopted planning brief:

Replaced versions of the brief

In 2010 Westminster City Council published for public consultation a draft version of this planning brief to seek the views of residents, organisations and interested parties on the issues facing the area:

Comments received during consultation were all considered and taken into account when developing a revised version of the brief for adoption as a Supplementary Planning Document (SPD).  The revised version was presented to Sub-Committee (Planning Briefs and LDF) on Wednesday 11th May.  The Sub-Committee agreed with the recommendation that the brief be sent to the Cabinet Member for Built Environment for adoption, subject to some minor amendments.

The Committee papers, including the revised brief (as presented to the sub-committee), schedule of consultation responses and committee report setting out the main changes (again, as submitted to the sub-committee) are available on our website:

The Consultation Statement sets out how we reached this stage:

A planning brief for the area was previously adopted by the council in March 2006 as Supplementary Planning Guidance.  Since then, proposals for the Victoria area have moved on in various ways.  The revised draft planning brief sets out a framework for development at Victoria, which takes account of recent studies and the active co-operation of key stakeholders in the Victoria Area.  The draft brief aims to respond to the changing context of the area, provide an update on circumstances generally, and offer a renewed forum for public consultation.  Once adopted in June/July 2011, it will supersede the 2006 adopted version, as well as the draft Victoria Street, Buckingham Gate, and Palace Street site Draft Planning Brief, which was consulted on in early 2007.
