Crossrail Planning Briefs
As part of its approach towards Crossrail line 1, the council has prepared a series of planning briefs for the key sites affected by Crossrail across the city. The draft briefs assisted the council in their negotiations with CRL during the passage of the Crossrail Hybrid Bill through Parliament.
Since they were first developed in 2005, the planning briefs continue to review any arising matters around the site, amongst all, the evolution of the proposals for the ticket hall design as well as the Oversite Developments (OSDs). These aim to set out all of the relevant council policies and issues relating to the sites and to seek to obtain Crossrail Limited’s (CRL) agreement to incorporate these matters into their proposals. The council supports the principle of Crossrail, subject to considerations as set out in these briefs.
The council have received an assurance from the Parliament that Nominated Undertakers will need to have regard to the provisions of the Planning Briefs when preparing technical submissions to the council for all Crossrail works, including applications and submissions under the heritage deeds and Schedule 7 to the Act. This is a significant step in maximising the council’s control over applications made under Schedule 7 of the Act, in addition the powers the City Council already has as a ‘Qualifying Authority’.
It is important to note that, unlike the Crossrail station works, the OSDs will not enjoy deemed planning consent under the Act and will be dealt with under the normal planning regime set out in the Town and Country Planning Act. The briefs will continue to enable the council to maximise its control over the planning applications for OSDs above the proposed Crossrail stations.
The briefs were formally adopted as Supplementary Planning Documents (SPDs) in Autumn 2009 and are now material planning considerations in the determination of planning applications. The briefs were produced in line with the procedures set out in Planning Policy Statement Note 12 (PPS12: Local Spatial Planning) and are in accordance with the planning policies in the council's Adopted Unitary Development Plan 2007, and are also in general conformity with the Mayor's London Plan.

In accordance with the relevant regulations the council has also published Adoption Statements and a Statement pursuant to Regulation 18(4)(b) of the Town and Country Planning (Local Development) (England) Regulations 2004 (as amended).
The Regulation 18 statement sets out a summary of the main issues that were raised in the representations received during formal consultation and shows how the main issues have been addressed in the adopted SPDs.
