CMP Revision
Westminster City Council has previously consulted on the development of a second development plan document, the City Management Plan (CMP). We will not be taking the CMP forward as a separate document but instead will be inserting the policies and any necessary supporting text into our Core Strategy, which was adopted in January 2011.
These changes to the Core Strategy are called the "CMP Revision". It will insert the detailed policies (and supporting text) into the Core Strategy (subject to the NPPF Revision) to create a single local plan for Westminster called “Westminster’s City Plan”.
All of the consultation that has been carried out to date for the City Management Plan will inform the CMP Revision. Therefore, if you have already submitted a consultation response you do not need to resend it for the revision.
The development of these City Management policies is not considered to be advanced enough to be used for determining planning applications.
Next Steps
We intend to make a number of changes to the previous Consultation Draft (published November 2011). We will be consulting on our proposed policy development through a series of topic-based booklets, exploring the issues and suggesting a policy response. These will be published between March and September 2013, and the consultation will be open for at least 6 weeks for each booklet. Topics are likely to be as follows, although they may change as ideas develop further.

After we have carried out this consultation, we will commission a piece of work to look at viability of all of the policies taken as a whole, which we will consult on for a period of at least 6 weeks in early 2014. We will then undertake the statutory Regulation 19 consultation before submitting the final plan to the Secretary of State for independent examination.

CMP Revision Consultation
Integrated Impact Assessment (IIA) Scoping Report Consultation
We have consulted on the Scoping Report, which is the first stage of the Integrated Impact Assessment (IIA) for the CMP revision. It sets out the social, economic and environmental evidence baseline, relevant programmes and plans and the method and details of the IIA objectives. The report aims to provide sufficient information on the proposed approach and seeks feedback to help inform the preparation of the IIA assessment of the emerging policies and eventually the IIA report. Regulation 18 Formal Consultation – notification of the intention to carry out the CMP Revision

Responses received
City Management Plan (CMP) Consultation
The City Council was previously developing its policies as a separate development plan document, to sit alongside the Core Strategy: The City Management Plan. However, we will now be including these detailed policies as a revision to the Core Strategy, to create a single local plan for Westminster, called Westminster’s City Plan.
CMP Policy Draft Informal Consultation
The City Council consulted on a consultation draft City Management Plan between 18th November 2011 and 23rd March 2012.
CMP Policy Options Consultation
The City Council undertook an informal public consultation on the range of approaches for the CMP from 24th January to 18th March 2011.
CMP Consultation Workshops
The City Council held an extensive series of public consultation workshops in the Summer of 2009, as a way to generate debate and gain input into shaping the range of policies, which would then become the CMP Policy Options Document. The minutes, briefing notes and audio recordings from the workshops are available here.
