Westminster's Local Development Framework (LDF) will be made up of a folder of documents which will guide the development of Westminster over the next 20 years:

This shows how Westminster's Local Development Framework will look once we have completed the revisions to the adopted Core Strategy. These revisions will create a single, local plan for Westminster.
The 'Development Plan' for Westminster will be made up of Westminster's Local Plan and any Neighbourhood Plans, and at a regional level, the Mayor's London Plan. Planning applications must be determined in accordance with this development plan unless material considerations indicate otherwise.
