Planning Obligations SPG

The City Council has adopted the Supplementary Planning Guidance (SPG) on Section 106 Planning Obligations for development control purposes on 1st January 2008.

This guidance was subject to extensive consultation including with Westminster Property Association (WPA) and was also subject to an Informal Sustainability Appraisal May 2006.

Certain developments in Westminster are required to make a payment under the Mayor of London's Community Infrastructure Levy (CIL) and the Mayor of London's Supplementary Planning Guidance on the Use of Planning Obligations in the Funding of Crossrail, July 2010

The Council also operates a public realm credit system alongside its planning obligations SPG to encourage developers to invest in the city's public realm in advance of making a planning application.  Further information is available in the Public Realm Credits Supplementary Planning Document.

The Community Infrastructure Regulations will change the way that planning obligations are used in the future.  More information is available on the Council's Community Infrastructure Levy (CIL) page.
