Noisy Animals
Complaints about noisy animals are principally about barking dogs. The assessment of nuisance is difficult because the noise is usually intermittent and of short duration and frequently cannot be confirmed by Noise Team Officers. The Council will only take formal action where a nuisance has been verified. The Council will only take action on behalf of customers if the noise has been verified and it is often easier in such cases for the customer to take their own action.
Customers can take action under Section 82 of the Environmental Protection Act 1990 or if there are three complainants under the City of Westminster byelaws for Good Rule and Government. Noise Team Officers will provide assistance to customers who decide to take their own action.
