Lord Mayors Locum Tenens - short biographical details

Councillor Dr Cyril Nemeth MBE, JP was elected to the council in 1986, and is Chairman of the Rating and Superannuation Investments committees. He is married and continues a successful clinical practice as a Physician in Harley Street. He is a JP and Honorary President of the Westminster Race Equality Council. He is a Freeman of the City of London, Liveryman of the Apothecaries’ Society and Liveryman of the Coachmakers’ & Coach Harness Makers’ Company. He is a keen concert goer and represents the Abbey Road Ward of the City. He was Lord Mayor of Westminster 1992-93. In the New Year Honours 2007 he was awarded the MBE for public and charitable services.

Councillor Alan Bradley MA, FIA was elected to the council in 1978, and has held the Chairmanship of the Housing, Planning & Transportation and Grants committees as well as being the Cabinet Member responsible for Street Environment. He is single, was an actuary until retirement in 1999, and sits on the Board of the English National Opera. He represents the Tachbrook ward of the City and was Lord Mayor of Westminster 1995-96.

Councillor Robert Davis DL has been a councillor for over twenty-seven years and represents the Lancaster Gate Ward of the City. He is currently Deputy Leader of the Council and Cabinet Member for the Built Environment (which includes Planning). He is also Chairman of the Planning Applications Committee. Robert served as Lord Mayor of Westminster in 1996-97 and is currently the Chairman of the London Mayors’ Association. A solicitor by profession, he is a senior partner in a firm based in Westminster. He is a non-executive Director of the Open Air Theatre in Regent’s Park, a Trustee of the Savoy Educational Trust and of the Heritage of London Trust. Robert is a Liveryman of the Fanmakers Company and a Freeman of the Watermen & Lightermen’s Company. He was recently appointed a Deputy Lieutenant of Greater London.

Councillor Michael Brahams DL was elected to the Council in 1990, having previously served on Camden Council, and has held the Chairmanship of the Education, Contracts, Grants, Housing and Social Services committees. He is married, with a daughter and son, and was a property consultant - which work he continues on a part-time basis. He is a keen opera goer, and represents the Bayswater ward of the City. He was Deputy Lord Mayor in 1993-94, and Lord Mayor of Westminster 2000-01. In 2001 he was appointed Deputy Lieutenant of Greater London.

Councillor Dr Harvey Marshall BSc (Est. Man.), Hon. DLitt, FRICS was elected to the council in 1990, and has been Chairman of the Environment, Arts and Grants Committees and Vice-Chairman of Finance Committee, as well as sitting for many years on the Planning Committee. He is currently Deputy Cabinet Member for Economic Development and Families. He is married with a son. He was senior partner in a leading firm of Chartered Surveyors, specialising in aviation and leisure property matters, and an arbitrator, and is joint Editor of “The Law and Valuation of Leisure Property”. He holds an Honorary Doctorate from the University of Westminster. He is an Honorary Member of the English Speaking Union and the Royal Over-Seas League, and President of a branch of the Royal Society of St George. He is also Vice-Chairman of the Turkish British Chamber of Commerce. He represents Marylebone High Street Ward and was Lord Mayor of Westminster in 2001-02.

Councillor Jan Prendergast was elected to the council in 1994. She has been Vice-Chairman of Housing and Chairman of the Standards Committee and Licensing Sub-Committee, as well as having held the position of Deputy Cabinet Member for Community Protection. She is married, and is a founder member of the local Residents’ Association and Vice-Chairman of Governors at her local primary school. She is a Freeman of the City of London and a member of the Guild of Old Mercers. She enjoys cooking and gardening and is a member of the Royal Horticultural Society. She has an abiding interest in the performing arts. She represents the Maida Vale Ward of the City. She was Deputy Lord Mayor in 1998-99, and Lord Mayor of Westminster 2003-04.

Councillor Louise Hyams has represented St James’s Ward of Westminster City Council since 1998.  Before moving to central London she lived in Woodford Green and was a member of Redbridge Council for twelve years. Since her election to Westminster Council, Louise has been involved in many areas of the Council’s activity. She has taken a particular interest in Social Services and has chaired various committees and panels.  Louise has also served on both the Planning and Development Committee and the Licensing Committee.  She has also been a member of Westminster’s Adoption Panel which makes decisions about the City’s most disadvantaged children. She is currently Deputy Cabinet Member for Adult Services. Louise is a board member of The Heart of London Business Alliance and a trustee of the Connection at St Martin’s, a charity that cares for the destitute in Central London. She is also a trustee of the Covent Garden Area Trust. She served as Lord Mayor of Westminster for the municipal year 2008/09. The charity she chose to support during her mayoral year was ‘for dementia’ as her late mother was a sufferer and Louise has seen at close hand what a devastating effect this cruel illness has on the family. Her political life takes up most of her time. When time allows she enjoys travelling and visiting the theatre and cinema. She has three grown up sons and, much to her delight, has recently become a grandmother.

Councillor Judith Warner was elected to Westminster City Council in 1984 and has served on many committees and held a number of posts which include Cabinet Member for Street Environment, Chairman of the Westminster Scrutiny Commission, Chairman of Health & Community Services Policy & Scrutiny Committee and Chairman of the Go Green Task Group.  Outside Council duties Judith was a Lecturer in Three Dimensional Design, running courses for Graduates and Post Graduates. She has also worked in Adult Education, the Youth Service and was an Adviser to the London Union of Youth Clubs. She has represented the City Council as a Governor of the University of the Arts, and as a Board Member of the Institute of Contemporary Arts.  Currently she is a Member of the Court of the Royal College of Art.  Judith's recreational interests include archaeology, the visual arts and growing citrus plants.  She represents the Abbey Road Ward in St John's Wood, and was Lord Mayor of Westminster 2010-11.
