Individual Cabinet Members

Each Cabinet Member has individual decision-making powers within a given portfolio decided by the Leader. These powers are clearly set out within the terms of reference for each Cabinet member and include policy matters; staffing matters and the award of contracts.

These decisions are usually the subject of consultation with the Deputy Leader or Chief Whip. The individual Cabinet Members' terms of reference include other functions specific to their portfolio areas. Decisions by individual Members of the Cabinet are taken on the basis of Officers' reports setting out relevant legal, financial and other professional officer advice, which are, except in a few cases, open to the public.

Summary of Responsibility

  • Policy matters relating to all property assets within his / her portfolio
  • Staffing matters relating to his / her portfolio
  • Award all contracts over £1,500,000 and consultant agreements over £300,000 within his / her portfolio
  • Agree capital expenditure in accordance with financial regulations within his / her portfolio
  • Other specific functions relating to his / her portfolio

Leader of the Council: Councillor Philippa Roe

Portfolio covers: Communications and Strategy, Government Relations, Performance, Equalities, Pay Policy and Royal Parks Board.

Deputy Leader/ Cabinet Member for the Built Environment: Councillor Robert Davis

Portfolio covers: Planning, London Local Authorities Act 2007, Building Control, Public Art, LDF, CPOs (excluding Housing), Mayoralty, Special Events, water management, West End LIVE, Trees and Tree policy and Community Governance review.

Cabinet Member for Children and Young People: Councillor Danny Chalkley

Portfolio covers: BSF and PCP, Children's health and commissioning, Youth Offending Team, Looked After Children and care leavers, extended services, multi-agency protection arrangements, children at risk, early years, 14-19 entitlement, SEN/LDD, interagency cooperation (children's trust), schools and education, interagency and education, play services, advice information and guidance, parenting and child poverty.

Cabinet Member for Community Protection and Premises: Councillor Nicola Aiken

Portfolio covers: Community Protection including domestic violence, Safer Westminster Partnership, CDRP, relations with the police, licensing policy and enforcement, trading standards, pest/noise control services, residential and commercial environmental health, residential and environmental health, CCTV, emergency planning, fire and relations with LEFPA, Family Recovery, Serious Youth Violence.

Cabinet Member for City Management, Transport and Environment: Councillor Ed Argar

Portfolio covers: Street cleaning, street management (guardians/inspectors), roads and highway maintenance, street schemes, recycling, public toilets, cemeteries and mortuaries, parks and open spaces, transportation commissioning, small transportation budget, highway capital projects, Public Realm Capital Projects, relations with TfL, transport, road safety, RTA duties, network management duty and relations with utilities providers, transportation policy, Go green, biodiversity, air pollution and air quality.

Cabinet Member for Finance and Customer Services: Councillor Melvyn Caplan

Portfolio covers: IT and ICT, capital and revenue budget framework and monitoring, revenue collection, benefits and benefits policy, internal audit, HR and treasury, legal, the Westminster Standard and customer services, corporate complaints, FOI, website, transformation including tri-borough, procurement, contract management and central commissioning, EU Financial Sanctions and Westco.

Cabinet Member for Business: Councillor Daniel Astaire

Portfolio covers: BIDs, SMEs, Business Support, Area Action Plans, markets, civic streets and street trading, commercial, tourism, adult education and skills, employment, training/apprenticeships, business rate policy, parking enforcement and parking policy.

Cabinet Member for Housing and Property: Councillor Jonathan Glanz

Portfolio covers: Housing options, sale and purchasing of housing, CPOs, housing management and CityWest Homes, community build, housing renewal strategy and empty homes and corporate property.

Cabinet Member for Adults and Public Health: Councillor Rachael Robathan

Portfolio covers: Adult services, carers, Relations with NHS and clinical commissioning groups, mental health, adult disabilities, rough sleeping and public health responsibilities.

Cabinet Member for the Community: Councillor Steve Summers

Portfolio covers: Sport and leisure, libraries, civic engagement, neighbourhoods, ward budgets, voluntary and community sector including volunteering, advice services, Olympic legacy and Localism Act (community rights).
