Mechanical and Electrical Works at Swanleys House, W2 5QE
CityWest Homes, on behalf of the City of Westminster, wishes to invite suitable contractors to be considered for inclusion on a tender list for a project at Swanleys House, 45 Westbourne Park Road, London, W2 5QE.
The work shall involve the following:

The relocation of the existing Primary and heating pumps which are to be mounted horizontally adjacent to the walls on anti-vibration mounts complete with new isolating valves, strainers and non-return valves.

The supply and installation of new heating and domestic hot water services control valves.

The installation of a pressurisation unit to replace the existing Feed and Expansion (F&E) tank.

The upgrading of the boiler house ventilation system to comply with current regulations; this will involve the replacement of the acoustic ventilation louvers to improve the natural ventilation of the plant room.

The installation of grills at the top and bottom of the existing gas supply duct to provide ventilation in order to comply with current regulations.

The replacement of corroded sections of the mains cold water supply pipe work.

The installation of a new control equipment and panel, including a Building Management System (BMS) to ensure efficient and effective control of the heating and hot water services.

The relocation of the existing chemical inhibitor dosing pot in order to facilitate its efficient operation and maintenance.
The estimated pre-tender value is in the region of £80,000 to £90,000.

Tender for the Supply of Market Research Services to Westminster City Council
Westminster City Council is seeking Expressions of Interest (EOI’s) from organisations who specialise in the provision of Market Research.
The City Council is seeking to set up a framework agreement for market research services and is looking to establish a roster of companies able to supply telephone and face to face fieldwork. The City Council is interested in submissions from fieldwork only and full agency companies. In most cases only fieldwork will be required but some projects will require full agency support.
The City Council is not committed to commissioning any of this research but it is expected that each year a substantial amount of research will be run through this. At present the City Council is committed to running a 3,000 sample face to face survey and a quarterly telephone survey of 500 residents. The estimated value of this work will be £250,000 per year.

Expression of Interest proposals will be evaluated using the following criteria:

All those expressing an interest must be accredited with the ISO9001:2000 standard for project management and all interviewing must be to MRQSA and IQCS standard or equivalent. All expressing an interest must adhere to the Market Research Society code of practice.
The attached Official Journal of the European Union (OJEU) Contract Notice provides further details of the tender requirements. Suitable organisations are asked to review the Contract Notice and submit an EOI to Jennifer Compton at jcompton@westminster.gov.uk by 12pm on 10th August 2009 which states:
§ A company name
§ A name, email and telephone number for a key contact at the company
§ A mailing address to which further tender documentation will be sent
All interested parties will receive a Pre Qualification questionnaire (PQQ) which will need to be completed and returned to the City Council by 12pm (GMT) on the 26th August 2009. This PQQ will be posted to the person and address specified within your EOI.
All completed PQQ’s will be evaluated to set criteria and successful companies/organisations will be short listed to receive the Invitation to Tender (ITT).
Tender for the Provision of a Housing Related Support Service for People with Alcohol Problems
The City of Westminster invites Expressions of Interest from suitably experienced organisations to provide a housing related support service for rough sleepers in Westminster who have alcohol problems.
The support service will provide accommodation and high level support for clients who have problems around alcohol mis-use and/or other vulnerabilities. The service includes providing support to enable clients to maintain their tenancies.

Tender for the Provision of Strategic Consultancy Services
The City Council is seeking expressions of interest from suitably qualified consultants who can demonstrate ability and relevant experience in delivering the following areas of consultancy services from September 2009.
The project is related to the DCSF 14-19 Strategy.
The consultant will carry out a number of key tasks including:

To ensure that effective local implementation of national 14-19 collaborative arrangements between education providers and key funding/support stakeholders secures the best opportunities for young people in Westminster.

To promote higher participation and achievement for all young people aged 14-19, particularly for those in Westminster disadvantaged and most at risk of exclusion.

To lead and manage a small and flexible 14-19 vocational team in the Schools and Learning Division, including key staff responsible for education business partnership and employer engagement strategies, work experience strategies, work-based and work-related learning strategies, and off-site vocational programmes.

Tender for the Provision of an Integrated Substance Misuse Treatment Service
The City of Westminster and NHS Westminster invites Expressions of Interest from suitably experienced organisations to provide an integrated Substance Misuse Treatment Service to Westminster residents. The service will ensure that service users with a substance misuse problem are engaged into effective treatment to improve their overall health and well-being which will lead to a reduction in criminal and anti-social behaviour within the community.
This large scale reconfiguration will be delivered through two contracts, one to the north of the City of Westminster (Package One) and one to the south of the City of Westminster (Package Two), providing tier 2 and 3 interventions to drug and alcohol users. The contract to the north will include Criminal Justice Engagement Services (DIP) and specific focus on increasing engagement with BME and families. The contract to the south will include a specialist Primary Care service; a centrally located referral centre alongside interventions focussed on engaging homeless and vulnerably housed service users.
Expressions of interest from partnerships will be welcome for the services, particularly to include specialist organisations who work with local BME communities, families and other vulnerable groups.

Tenders will be invited on or about the 10th August 2009. The contracts will commence on or about 1st August 2010 with an anticipated one month dual running with the existing services. The contracts will be for an initial period of four years and eight months with the option to extend for a further three years.
Tender for the Provision of L8 Risk Assessments
Expressions of Interest are sought from suitably experienced Companies who wish to be considered for selection to tender to carry out suitable and sufficient risk assessments of water systems in 197 buildings and premises in the City of Westminster to identify and assess the risk of exposure to Legionella bacteria. This will include carrying out and completion of L8 risk assessments; preparing and submitting detailed reports following the risk assessment and inspections; preparation and provision of schematic drawings; control measures including book keeping; full compliance with all legislation, codes of practice and British and European standards; and recommendations on any precautionary measures required.

Contract for Energy Advice Providers - Fuel Poverty Helpline
The City Council is seeking to appoint an energy advice provider to deliver a one year contract for a fuel poverty helpline in Westminster across all tenures. The objectives of the advice line are to provide residents with a one point of access, City wide, cross tenure, fuel poverty advice line which brings together advice on all aspects of fuel poverty and is easy to market. The advice line will assess individual circumstances and to advise on the best fuel poverty assistance available at any point in time and to signpost and refer to appropriate services in order ameliorate fuel poverty and also to reduce health inequalities associated with living in cold homes.
The successful advice provider will have:
- Good experience of energy efficiency and fuel poverty advice provision
- Experience of providing services to vulnerable people
- Demonstrable commitment to equal opportunities
- Experience of working in the public sector
