Responses to Consultation on Issues and Proposed Revisions, October 2010
Every three years the council must determine its licensing policy, and publish a statement of that policy, the latest of which will be effective from 7th January 2011. Proposals to revise the policy statement will be presented to the last full council meeting of the year, on 3 November 2010.
The issues paper indicated areas where it was proposed that policy should be revised. A set of questions were posed after each issue. Respondents were also invited to raise other issues and revisions, and these have been considered. 23 responses to the consultation have been received.
Public consultation on identified issues and proposed revisions to the policy took place between July and September 2010.
The changes proposed at this review are generally those concerned with clarification and codifying the practice of the Licensing Sub-Committee. It was not considered that fundamental or extensive revisions to the policy are needed. Drinking outside premises has been revisited following 3 years of experience of the national smoking ban inside premises. The policy on off-sales in the West End Stress area is proposed to be revised to address the problem of "loading" with alcohol during a night out.
After considering all the responses, recommendations have been made for the revision of the statement of licensing policy in a report to be considered by the Cabinet Member for Licensing. A copy of the report, including the proposals for revising the policy included in Appendix A to the report, is also attached below.
