Caravan and Camping Site Licences

Licence summary

To run a caravan and camping site you need a licence from the Licensing Authority under the Caravan Sites and Control of Development Act 1960.

Conditions may be attached to a licence to cover any of the following:

  • restricting when caravans can be on the site for human habitation or restricting the number of caravans that can be on the site at any one time;
  • controlling the types of caravans on the site;
  • controlling the positioning of the caravans or regulating the use of other structures and vehicles including tents;
  • to ensure steps are taken enhance the land, including planting/replanting bushes and trees;
  • fire safety and fire fighting controls;
  • to ensure that sanitary and other facilities, services and equipment are supplied and maintained.

Eligibility Criteria

The applicant must be entitled to use the land as a caravan site.

Licences will not be issued to applicants who have had a site licence revoked within three years of the current application.

Must hold or have applied for planning permission under Part III of the Town and Country Planning Act 1990.

Application Evaluation Process

Applications for site licences are made to the Licensing Authority in whose area the land situated.

Applications must be in writing, should detail the land the application concerns and any other information required by the Licensing Authority.

Will Tacit Consent Apply?

Yes - If an application is unopposed. This means that you will be able to act as though your application is granted if you have not heard from the local authority by the end of the target completion period.  The Council's target completion period for animal boarding establishment licences are 30 calendar days.

Apply Online

To apply for a licence you can either apply online by clicking on the relevant application type or you can complete the forms below and send them to the council in the post.

NOTE: Please note that when you click on one of the above links you will be redirected to the governments Business Link website.  If you don't have a Government Gateway account you will need to create one before you can proceed to the relevant form.  If you already have a Government Gateway account you will be invited to log in prior to completing the application.  This account is necessary as it will ensure that your details are pulled through to the relevant form and will enable you to track your applications once they've been submitted.

Apply Via Post

If you wish to apply in writing please contact the Licensing Service to obtain the relevant paper application form.  To make a request please either email your request to generallicensing@westminster.gov.uk or telephone 020 7641 8549.

Register

A public register is available to view at the Council's Offices during normal office hours.  To make an appointment to view the register please contact the Licensing Service on 020 7641 8549 or alternatively email generallicensing@westminster.gov.uk.

Failed Application Redress

You are advised to take up any issue with the Licensing Authority first.

If a licence holder is refused an application to alter a condition they may appeal to the City of Westminster Magistrates' Court, 70 Horseferry Road, London SW1P 2AX. The appeal must be made within 28 days of the written notification of the refusal and a notice of appeal must be served on the City of Westminster.

Licence Holder Redress

You are advised to take up any issue with the Licensing authority first.

If a licence holder wishes to appeal against a condition attached to a licence they may appeal to the City of Westminster Magistrates' Court, 70 Horseferry Road, London SW1P 2AX. The appeal must be made within 28 days of the licence being issued.

The Licensing Authority may alter conditions at any time but must give licence holders the opportunity to make representations about the proposed changes. If a licence holder disagrees with the alterations they may appeal to the l City of Westminster Magistrates' Court. The appeal must be made within 28 days of the written notification of the alteration and a notice of appeal must be served on the City of Westminster.

Consumer Complaint

We would always advise that in the event of a complaint the first contact is made with the trader by you - preferably in the form a letter (with proof of delivery). If that has not worked, if you are located in the UK, Consumer Direct will give you advice. From outside the UK contact the UK European Consumer Centre.

If there is a concern about noise, pollution, etc please contact Westminster City Council's Environmental Action Line on 020 7641 2000 (24 hrs) or email environmentalactionline@westminster.gov.uk.  Also should any person has a complaint relating to a licensed premises or suspect a premises is operating without the required licence please contact the Council's Licensing Inspectors on 020 7641 3385 or email premiseslicensinginspectorate@westminster.gov.uk.
