Dog Control Orders

Consultation
New measures to tackle nuisance dog behaviour
The Council proposes to make Dog Control Orders under Section 55 of the Clean Neighbourhoods and Environment Act 2005. The Dog Control Orders replace the previous system of byelaws for control of dogs, and the Dogs (Fouling of Land) Act 1996.

The proposed orders fall under four categories:

  • Failing to remove faeces

It will be an offence for any person in charge of a dog, which defecates on any land not to remove the faeces. This order will apply city-wide. Please click here to see the order.

The following three orders will be applied initially within two areas - the Queens Park ward and Churchill Gardens estate:

  • Failing to keep a dog on a lead

It will be an offence to take a dog into the designated area unless it is kept on a lead. This order applies to all public, pedestrian and estate roads, pavements and footpaths in the designated area. Please click here to see the order and maps Queens Park and Churchill Gardens estate.

  • Failing to put a dog on a lead when required to do so

This order will require people in the designated area to put and keep a dog on a lead when told to do so by an authorised officer.

  • Permitting a dog to enter land from which dogs are excluded

This order will prohibit people from taking dogs into designated areas, such as children’s playgrounds, sports pitch and specialist gardens.

Queens Park ward and Churchill Gardens estate within Churchill ward are two areas chosen for the trial scheme, which will be subject to a six week consultation before the orders become active. The main effect of the new trial in these areas will be to require owners to keep their dogs on a lead and also when directed to do so, prohibit people from taking dogs into designated areas.

Westminster City Council proposes these Dog Control Orders in direct response to requests from residents fed up of animals being allowed to run wild and foul their pavements and precious open spaces. These proposals are not about penalising responsible dog owners but simply promoting responsible dog ownership. The Council is keen to hear your views.
