Energy Grant and Decent Homes Assistance

What is an Energy Grant available for?

The City of Westminster will consider applications for the following types of work:

Loft insulation; Cavity wall insulation; Flat roof insulation; Internal dry lining; Cylinder jackets; Draught proofing; Central heating; Controlled ventilation systems.

Who is eligible for this grant?

To qualify for this grant you must:

Either

  • Be an owner-occupier or private tenant, and
  • Be in receipt of one or more of the means-tested benefits or allowances listed below, or be on a low income, and
  • Occupy the premises as your main or only residence

Or

Be a landlord of either:

  • A bedsit type house in multiple occupation, or
  • A flat occupied by a tenant who is not in receipt of a means-tested benefit/ allowance listed below, but who is on a low income.

Eligible benefits/ allowances:

  • Income Support
  • Council Tax Benefit
  • Guarantee Pension Credit
  • Disability Living Allowance
  • Housing Benefit
  • Income Based Job Seeker Allowance
  • War Disablement Pension
  • Attendance Allowance
  • Working tax credit (with an annual household income of less that £15 460)
  • Child tax credit (with an annual household income of less than £15 460)
  • Industrial injuries Disablement benefit (where it includes constant Attendance Allowance)

Are there other rules about eligibility?

Yes.  Grant assistance will only be given towards the cost of works which are not grant aidable by another organisation, e.g.. Warm Front grant assistance.  If a person is not eligible for other assistance an Energy grant may be given, or, if other assistance is obtained, an Energy grant may still be given to top-up this sum for additional works. Where ALL the required works can be funded within the Warm Front Grant, applicants will not be eligible for the Council Energy Grant, but will be required to refer themselves to Warm Front, with the assistance of Healthy Homes if required.

How much is the grant?

100% of the reasonable cost for eligible work will be paid, up to a maximum of £8,000 in any 5 year period (include VAT (where applicable) and the scheme manager fee).

How do I apply for this grant?

Contact Residential Services who will arrange for the Council's Contractor, Staying Put, to visit you to determine the works necessary to your home and whether these can be funded from another source, or by an Energy grant.  If an Energy grant is appropriate Staying Put will assist you to submit the application.  When this has been approved by the Council, Staying Put will arrange for the work to be carried out.
