What is the High Streets Programme?

High streets form the heart of our communities – places where people, businesses and culture meet. However, they face multiple challenges including recovery from COVID-19, the cost of living crisis, and climate change. 

We have set up the Westminster High Streets Programme to support our high streets and make them more resilient, vibrant, and diverse. 

The High Streets Programme will begin by focusing on two areas: Paddington-Bayswater and North Paddington, both in the north-west of the borough. 

Programme vision

Our high streets will be the backbone of vibrant 15-minute neighbourhoods where the local identity is strengthened, and key services and goods are accessible to all.

They will support a fairer public life by delivering: 

  • safe, sustainable and welcoming places 
  • vibrant and resilient economy 
  • connected communities

High Streets that reflect the local community and celebrate local culture. High Streets that offer a diversity of spaces and activities for people of all ages and backgrounds to play, learn, or socialise.

Inclusive, safe, sustainable places

High streets where everyone feels safe and welcome regardless of their identity or ability, are clean and green and promote healthy lifestyles and sustainable practices.

High Streets that offer a diverse mix of uses and cater to everyday needs and special occasions across the seasons. High streets that champion local businesses and promote entrepreneurship.

Place-based High Streets Programmes

There are currently two live place-based High Streets Programmes:

  • Paddington-Bayswater
  • North Paddington

The first public engagement for the Paddington and Bayswater High Streets Programme took place between June and September 2023.

The first public engagement for the North Paddington High Streets Programme took place between October 2023 – January 2024.
