Dog Fouling

If you own a dog, you are responsible for cleaning up No foulingafter it. Not doing so is illegal, unpleasant for everybody and can spread disease. 

The law

it is an offence for a dog owner not to clean up after their dog in public places such as roads, estates, footpaths and parks. Failure to clean up can result in a £50 fixed penalty on-the-spot, or prosecution and a fine of up to £1,000.

It is no defence to claim ignorance of the dog’s actions. Parents are considered responsible for the actions of the dog even when young children are looking after them.

The hazards

Toxocara canis is a common parasite disease causing asthma, epilepsy and blindness. Toddlers playing in parks are especially vulnerable as it is caught by swallowing soil contaminated with Toxocara eggs spread through infected dog faeces. Toxocara canis is preventable if responsible owners clean up after their animals.

What you should do:

  1. Carry disposal bags: Responsible owners should carry ‘doggie bags’ to clean up after their dog and not let their dog out alone. The bags should be placed in normal litter bins. We have a limited supply of free bags to give away, available at the following locations: Church Street Neighbourhood Centre, One Stop Shop Services and the Housing Estate Offices.
  2. Keep your dog on a lead: Westminster City Council bylaws state that the person in charge of the dog must keep it on a lead at all times. Failure to do so could also lead to a fine of up to £500.
  3. Report foul dog owners: irresponsible dog owners give dogs and dog owners a bad name. If you spot someone, report them to our environment action line on 020 7641 2000
